From 15 April 2008, the Renewable Transport Fuels Obligation (RTFO) will impose a legal obligation on suppliers of fossil fuel for road transport to produce Renewable Transport Fuel Certificates (RTFCs) showing that an amount of renewable fuel has been supplied, equivalent to a specified percentage of their total fuel sales. This will apply to all suppliers of over 450, 000 litres.

By 2010, the RTFO requires 5% of motor fuel in the UK to come from renewable sources.

A mandatory target of 10% has been set for the EU as a whole for 2020 to comply with the Kyoto Protocol.
